Construction and DemolitionTo improve Military Family Housing (MFH) Phase 6, Kadena AB, Okinawa, Japan, OTIE provided Title II services including inspection and surveillance oversight for four bilingual (Japanese and English) Quality Assurance Evaluators (QAEs) on the Phase 6 MFH Improvement project with a construction period of 1,440 days. Our scope of work included 574 MFH units, with sites at Camp Courtney and Camp Foster Marine Corps Bases. To execute the work, we coordinated with the Architect of Record for design support (drawing submittals) in response to contractor requests for information and approved modifications.

Our Title II staff provided prompt review and response to contractor submittals including shop drawings, design specifications, project scope, submittal schedules, material submittals or substitutions, and other submittals. OTIE provided thorough, accurate, and timely review after submittal. Any changes in design or specifications were forwarded to AFCEE/EXP for coordination and approval before forwarding to18 CONS for final approval to the construction contractor.

OTIE participated in testing, facility acceptance, and in facility systems verification tests (i.e., HVAC commissioning tests, pressure tests, etc.). We facilitated all walkthroughs and prepared punch list items for follow up. Our Title II team recommended corrections for deficiencies noted and followed through with verfication of completion and re-certification prior to facility acceptance. We also provided the DD 1354s to transfer completed real property.
