Construction and DemolitionOTIE performed construction repairs and alteration services at Camp Roberts, including upgrades to electrical and mechanical systems, and the cleaning and installation of ductwork under a $950,000 project to remove and replace over 300 outdated heating and air conditioning units. Specific activities included the removal of existing heaters, asbestos abatement of the existing heaters, recycling of scrap metal, upgrading electrical wiring and services, and installation of new, energy efficient heaters, and air conditioning systems (HVAC).
To improve indoor air quality, OTIE cleaned the existing duct systems to remove particulates and debris including mold and asbestos. OTIE developed an innovative health and safety procedure using video cameras and lighting for identification of potential UXO during cleaning and replacement of duct work. OTIE provided daily QC reports and maintained recording-keeping data specifically required for asbestos abatement operations, including exposure-monitoring data in accordance with OTIE Corporate Safety Program requirements.
During the repair phase, OTIE performed a value engineering and energy efficiency study to evaluate the potential savings that would be realized with the installation of new, more energy-efficient HVAC equipment. The study confirmed that replacing the equipment rather than upgrading would result in significant cost savings and cut energy costs by more than one half. Estimated cost savings over a 2-year period since installing the upgrades have reached nearly $80,000.
Additional construction tasks included upgrades to the electrical power distribution system to accommodate new HVAC systems and installing and testing HVAC systems. OTIE prepared, submitted, and managed all environmental and construction permitting requirements, including obtaining National Emission Standards for Hazardous Air Pollutants (NESHAP) permits and environmental and utilities clearances. The project logged more than 4,200 man-hours with zero lost time accidents.
