Planter’s Oil Mill ESA, Rocky Mount, NC
|OTIE conducted a Phase II ESA on for USEPA Region 4 at this former industrial property in Rocky Mount, Edgecombe County, NC to assist the City of Rocky Mount with further assessing the redevelopment potential and cleanup options. This Phase II ESA included soil and groundwater sampling and development of an Analysis of Brownfields Cleanup Alternatives (ABCA).
The site operated as the Planter’s Cotton Oil & Fertilizer Company, or Planter’s Oil Mill, Inc., until 1983. Site operations ceased in 1983 after a major fire resulted in the total loss of several on-site buildings. The fire is believed to have resulted in a significant release of hexane into the subsurface soil in the southeastern oil processing area.
Results of surface and subsurface soil samples were compared to Region 4 Regional Screening Levels (RSLs) for industrial soil and North Carolina Inactive Hazardous Waste Sites Soil Remediation Goal (NCRG) values. Laboratory results for groundwater samples were compared to federal Drinking Water Maximum Contaminant Levels (MCLs), and North Carolina Administrative Code 2L Groundwater Protection Standard (NCAC 2L) values.
