CERCLA RI/FS Action, Former Mount Owen Rifle Range, Fresno County, CAOTIE is performing an RI/FS action at the Former Mount Owen Rifle Range, located in Unincorporated Fresno County, California. The former Mount Owen Rifle Range was operated between 1942 and 1946 and comprised approximately 1,654.63 acres of land for training troops in support of the World War II effort. Facilities associated with this project include two Munitions Response Sites (MRS).The objective of the RI is to collect sufficient data to characterize the nature and extent of MC resulting from historical activities at the Infiltration Course and Suspected Burn Pit. The results of the RI will be used to make recommendations for future actions at the former Mount Owen Rifle Range.
Primary components of this project include:

  • Project Plans to include Project Management Plan (PMP), Quality Assurance Surveillance Plan (QASP), RI Work Plan and Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP), Explosive Siting Plan, and Accident Prevention Plan/Site Safety and Health Plan (APP/SSHP)
  • Implementation of Technical Project Planning (TPP) and Public Involvement Planning (PIP)
  • Implementation of RI field activities to characterize the nature and extent of MEC contamination, to include full regulatory involvement
  • Preparation of an RI Report in accordance with USACE and USEPA guidance
  • Community relations support
  • MEC certification and disposal
