Design/Build of Remediation System, MCLB Barstow, CAOTIE performed design and construction of the groundwater/soil remediation system for the OU 2 area at the Nebo North installation, Marine Corps Logistics Base in Barstow, CA.
OTIE first performed on site studies to obtain data required to prepare the designs and specifications for the treatment system. We then prepared 60%, 90%, and 100% design and specification packages for Marine Corps, NAVFAC, and regulatory agency review. Our innovative design resulted in more effective treatment processes while saving the DoD more than $1M when compared to the initial design prepared by NAVFAC’s A&E contractor.
Upon design approval by all stakeholders, OTIE installed the treatment system. The system consists of 20 sparge wells to strip VOCs and 6 vacuum wells to extract vapors. These wells were connected to a treatment system via a 3000-ft network of subsurface utility lines installed by OTIE. Water and vapor pipelines were connected to 20,000-pound vapor-phase activated carbon vessels operated in series. The overall AS/SVE system capacity at Nebo North OU 2 is 1,000 SCFM. The system was designed by OTIE to very aggressively remediate the groundwater source area adjacent to the MCLB Barstow’s active hazardous waste storage facility. Electrical service to the treatment pad was also installed by OTIE.
We performed startup and O&M on this system for nine months. Monitoring data revealed that clean up of the source area was largely achieved in less than a year of startup resulting in regulatory agreement to system shutdown evaluation.
