Enhanced In Situ Bioremediation Pilot Study, Design, and O&M, Pt. Mugu, CAAt IRP Site 1 landfill, we analyzed alternatives to rehabilitate the cover. We developed three alternative conceptual designs that were reviewed with the Navy before OTIE prepared a Final RD Report and Remedial Action Work Plan. The Final RD included cover upgrade over 19 acres, with 12 acres to be capped and chip-sealed so the Navy can use the area for storage, drainage improvements, and vegetative buffers for wetland protection.
At IRP Site 6, OTIE prepared design plans and specifications for an expanded EISB pilot test. We optimized the conceptual test design that had been prepared by others. We proved that dechlorinating microbes were indigenous and that the aerobic cometabolic phase proposed by other contractors and planned by the Navy was not necessary. This optimization resulted in cost savings of over $150K for the pilot test and ultimately more than $500K for the RA.
OTIE designed, constructed, and operated an expanded EISB pilot test for chlorinated ethenes in groundwater in a coastal environment.
Highlights included:

  • Designed and implemented a single-phase EISB system that used a combination of soluble and low-solubility electron donors injected into three groundwater zones.
  • Overcame high sulfate concentrations (>1,000 mg/L) and electron donor demand and effectively enhanced dechlorination.
  • Injection events included substrate additions at 62 locations and several tracer studies to evaluate injectate pathways.
  • Worked closely with RWQCB and NAVFAC QAO to develop and implement cost-effective performance monitoring program.
  • Achieved RAOs in over 80% of the plume area, greatly reducing long-term RA costs.
  • Designed/built trailer-mounted substrate mixing and injection system that has been used by the Navy at two other Pt. Mugu sites to save $50K on those projects.
