Since 1999, OTIE has supported the Brownfields Program through brownfields assessments, general technical program support, meetings, financial program support, petroleum sites and rural/small communities, and prevention.
OTIE provided Brownfields support to multiple USEPA Regions since 2000. We have provided a wide range of technical assistance to the Brownfields Program, including general technical program support for policy development, tribal program support for grants and Brownfield Cleanups, technical assistance for the Brownfields Prevention program related to the Brownfields Sustainability and Redevelopment (BS&R) Initiative, Brownfields Revitalization, Brownfields Leadership Assistance, and Targeted Brownfields Assessments (TBAs).
Targeted Brownfields Assessments. OTIE has developed multi-site Work Plan documents to streamline the approach for Phase I and Phase II TBAs at candidate Brownfield sites. This one-step for conducting TBAs consists of jointly assessing site characteristics and risk, and identifying likely response actions and estimated cost. OTIE conducted multiple Phase I and Phase II TBAs in USEPA Regions 4 and 5, following ASTMD requirements and EPA protocols.
Brownfields Leadership Support for City Mayors and Leaders. We have supported USEPA with planning and implementing a unique leadership support program to assist city Mayors and leaders in redeveloping Brownfield properties. This task involved guiding the leaders of the community in redeveloping one or more Brownfield properties- providing guidance on how to foster community support and legislative support for Brownfields projects; garnering financial assistance through grants, funds, loans, and tax incentives to future developers; identifying potential reuse entities; and conducting training sessions.
